Might be a dumb question but...
I have an 1995 Honda Civic Ex, and I want to change the rim size from 14 to 15. Now I have heard some things about the speed's being diffrent on the size of rims. Where would I go to get the Speedometer adjusted? just thought I would ask.. thanks.

its true the speedo changes with the changing of the size of rims, but only very little. But if you are concerned with it and want to get it changed just go to a honda dealer and they will hook up all the computers to your car drive it and adjust your gauges, thats what they did for me.

how does it change? as the rim size increases the tire size decreases... so how does the speedometer "get thrown off" or whatever?

Go to Whalentire.com, they have a speed calculator for each vehicle. Shows what your speedo will read with different size tires/wheels.
Plus sizing is increasing rim size & decreasing tire side wall height. Usually the tires are slighty different in size. Only throw it a couple 1/10ths off.

ok well in MY case this DOES NOT WORK. I have 13's.... I plan to get 17's. No matter what I do the speedo will be thrown offt. Even then THINNEST tires in the world on 17's wouldnt be as small as my wheels are right now... its a big jump from 13" to 17". The guy thats selling some nice rims put it next to my wheels to see if they would fit in my car, WOW it filled up the WHOLE gap I have now and they were already low profiles.. he said if he gave them to me he'd have to put even thinner tires to prevent too much tire rub. But wow what a difference it looked when he put it on :-) Damn the 17" RIM looked bigger than my 13" WITH tires. So im maybe a lil screwed?
OHH and when I had my 15" LS TEG rims, I notieced that the RPMS were a lil lower... and when I bent them and put on my 13's rpms were higher again... again the 15's were a big step up from my 13's. 15's were Michellin V4 tires (I think they was v4's) and werent that low profile.. so in my case this would help my gas milage?   I hope it does
