Locking brake

Hello, I have a 1962 Chrysler New Yorker and the rear left brake locks up at the slightest touch of the pedal going in either direction. in order to unlock the brake i have to shift into the opposite direction and it then comes off.
I have turned the drums, new pads and new cylinders.
