Voltage on the WRONG side of Main relay?

2008 Hyundai Accent. Has no start condition. Have troubleshooted extensively but unable to start still. Has codes for high voltage on camshaft, crankshaft, but they are fine and voltage is within range .
I am reading 11.5 volts (battery is at 12.6) on the side of the relay on the LOAD circuit, not the Signal circuit . Should there be volts like that when the relay is NOT even in the junction box?
Like I'm reading 11V where the relay switch is supposed to deliver power. On the side going to all the components, not from the battery. and its NOT even in the car to transfer that over.
The voltage is otherwise normal. 12.6 on both the receiving ends of the terminal, why is there voltage on the 3 terminals total??
