Re: 1995Ford Exployer front and rear wiper not working

changed windshield motor twice (parts from pull-a-part)...and after getting a new mutimeter i determined that 12 volts was getting to the motor, so i got another switch for the steering column ...still not working

Where were you measuring the 12V? There are a few terminals that might have power depending on the setting of the Multi-Function Switch (MFS). Which setting were you in when measuring this 12V? Terminal 3 (red wire) at the wiper motor assembly should have battery power with the key in Accy or Run. Terminal 2 (black wire) should be at Ground potential when the wipers are off and it appears battery voltage when the wipers are switched on. Terminal 5 (white wire) should have battery voltage in Low speed setting. Terminal 6 (Dark blue/orange tracer wire) should have battery voltage on the High speed setting and possibly during an interval pass.

Did you also confirm that you have a good ground to the wiper motor at terminals 1 and 4 (both black wires)?

Other than the Generic Electronic Module (GEM) there's really nothing in common that would explain both the windshield and liftgate wipers failing at the same time.
