Cruise control/Horns not working, 2010 Pilot

Searched the forum for this but no luck.

1) After a recent engine out service, my horn(s) and cruise control no longer function. Pressing the acuator on the cruise lights up the indicator but no cruise control. Low and high horns do not work. Horns are connected correctly. I did some reading and it appears the relay may be the culprit but my manual does not indicate exactly where this relay is, nor do the covers show me which relay it is.

2)I also read that it possible that there is an issue with the control in the steering wheel but not sure how that could impact the operation of the low horn with the key fob.

Thanks if anyone can help with this. I can live without the cruise but I gotta have my horn to wake up the people in front of me playing with their phones at green lights.
