Car won't start

I'm currently working on a 407, fuel pressure won't go above 12,500 kPa, so if anyone knows what the possible causes can be, because the intercooler was smoking a bit and the driver called the firefighters and they sprayed everything in it, so we have no idea what could be the issue. If anyone knows, can you list the possibilities of what the cause of low fuel pressure would be, thank you.
