Damaged winter tire. How critical?

Hi everyone,
Just want to get an opinion on something.. I have noticed that one of my winter tires is a little bit damaged (see attached photo). How critical do you think this is? The tire is relatively new - one season, so I would prefer to keep it, but not sure if it is safe. It doesn't loose pressure.

I have seen worse, but any decent mechanic would tell you to replace that tire.
