new pontiac owner with ?

Hello all. I recently purchased a 72 lemans sport convertible with the t41 gto option front end and 400 motor. Am now rebuilding the motor. Bought a new timing chain cover with seals. The seals just slide (more like fall) in the holes. Is this normal? I assume the rubber part of the seal is the only part that really needs to seal?
