p151 only code 1997 5.7

I have a p0151 code that wont go away here is a list of stuff iv done and stats I have on bank 2
no exhaust leak
No vacuum leak
no intake leaks
new gm, plugs,cap ,rotor,wire
new #1 o2 sensor
170 psi compression on all 4 cylinders
60 psi fuel pressure with key on
new pcm
I ohm bank 2, it has same reading as bank 1
shrt term fuel trim 50%
long term fuel trim at 11.7 %

truck runs fine at operating speed,when I come to a stop after 15 sec the idle gets rough and it runs rich.

I have a hard time thinking I got a bad fuel filter or fuel pump,because its only on band 2..any ideas would be great..

short fuel trims too high. 25% is the max .. never seen or heard of 50%. short term % is around zero normally .. 151 code indicates that the passenger side of engine upstream O2 is seeing high oxygen in the exhaust passenger side. a exhaust leak at this O2 sensor or near it will do it. also low output can be bad grounds or connector issues with sensor/pcm. pcm is new or another but wiring /connectors can do it. since the O2 reports to pcm too lean the PCM is working properly by dumping the max amount of fuel into the passenger side. so you need more checking to figure this out . a very small leak at the upstream O2 sensor will do it. sensor can also be bad .wiring to sensors many cut splice etc to use a cheaper sensor this effects the operation ... also I have seen oil on sensors messing up the O2 operation these must breath to work properly.
