your best bet is going to be a portable scanner. I'm into the police scanner scene and can tell you Radio Shack makes really decent ones for prices that aren't that bad. You can get car power adapters for them too. All you have to do is find the freqencies for your local depts or whatever it is you want to listen to. I'm not sure any scanners were made to fit into a car as a two-way CB would though.
