Blower draining battery when truck is off

2002 frontier, I have a issue with the blower still running when truck is off. Blower works properly in all positions including off but when you shut off vehicle and pull the key out it still works in all positions. So I checked power wire at blower motor and it still shows power even with key off and heater switch is off but its not blowing. Power should not be there if keys out correct? I unplugged blower relay and power is off put relay back in when vehicle is off and I here it click back on. I tried another relay same thing. Why is the relay getting power with vehicle off.
