Remote entry

During the past week when I attempt to open the car doors/trunk of my car using my key fob and am unable to when the ignition is turned off. In order for my key fob to work I have to enter the vehicle using my key on the driver’s side. I have replaced the battery of the fob with new and have the same results.
Once the door is opened (and ignition is still off), I am able to open the rest of the doors/trunk using the key fob…Why? What do I need to replace/reprogram for the door locks to work normally? Is there an electrical problem? Battery?, Programming?, Fob problem?
