This part fell off my vw polo and was wondering what it is called and will it cost much to replace.

This car part is known as car engine air hose filter pipe, and its price is $8.00 or 29-30 AED.

That looks more like the heat riser pipe from the exhaust manifold to the thermostatically controlled choke on older, non-computerized cars. The cost shouldn't be too bad, the more difficult thing might be finding a store that still carries a roll of the material.
