97 2.2 nut broke away from clip in the rack and pinion

hi i trying to get the 2 bolts out... well 1 i got the 1 out

but the bolt by the passanger side spining i noticed... the nut is broken away from the clip i cant lower car farther and i been trying to break clip or something to clamp on the nut to get it out

any ideas i cant use cutting torch too much grease
