99 Saturn wont crank

99 Saturn SL2 will turn over but not crank. No fire to the plugs,,,,,,,change out the crankshaft positioning sensor, removed and cleaned ignitions module and coil pack, still wont crank and still no fire to the plugs

I think what you meant to say is that the engine turns over, but won't start (start as in stay running). If the engine [crankshaft] won't turn over at all then you definitely won't have any spark because the crankshaft position sensor is not detecting any crankshaft movement.

If the engine is not turning over at all then you need to find out why which requires a different diagnostic approach.

I would first remove and reattach the battery terminals to ensure a good clean connection is established. A bad connection there can and will cause weird electrical anomalies on the S-Series cars. If grease has been applied to the battery terminal/cable ends then I'd recommend cleaning it off. It does more harm than good on side terminal batteries because it hinders the small connection (dielectric grease is an insulator). Check the battery cables and all grounding points if that checks out fine.

If the engine is turning over but not starting, how did you determine that you're not getting any spark?
