PLEASE help!

Hi, I recently discovered a loud squeal coming from under the bonnet of the car while turning and a bit of traction like something was pulling the steering wheel back the other way , I noticed a slice down the power steering belt so I changed it, there is still the same squealing sound and traction when turning and I needed to know if its the power steering pump :/ and if it needed to be changed. Power steering fluid levels are fine, the make of the car is a Mitsubishi magna 1998 TK
