locking hubs

So I learned that locking hubs in part-time four-wheel drive vehicles must be in the unlocked position when driving on hard surfaces. And that they are locked when driving on loose surfaces to absorb and allow for tire slippage due to the different tire speeds front to back. I don't understand why they MUST be unlocked when driving on a normal road (hard surface) though. What would happen if they were locked?
