1990 Toyota Tercel

1990 Toyota Tercel wont start. It turns over but then dies. Has new plugs, wires, cap, ignition coil, battery. New weber carburetor, new fuel filter, new fuel lines. New solid state electric fuel pressure regulator (set to 2.5 PSI spec. for the weber). New timing belt, verified correct cam/crank timing. Verified 90 PSI all cylinders. Tried slightly advanced and slightly retarded ignition timing. No popping or backfiring. Have tried starter fluid. No electrical problems. Also verified spark while plugs are connected to wires and grounded outside of cylinder. The battery is new and clean no corrosion on any terminals.
Need all the help i can get. Any thoughts on what could be the problem?
