A/C controller Install

I am trying to install a new A/c heater controller. It is the one that has 2 cables attached to it. I need to know, which cable attaches to the bottom and which to the top of controller. One of the cables comes from the side of the steering wheel and the other comes from the glove box side of the car. I hooked them up and installed it but the knobs would not move very well. Do I need to switch the cables or will the cables loosen up after I turn on the engine? Please help...Thanks

I am sorry, I forgot to add that the A/C controller is for a 2003 Chevy Cavalier.
