2001 Olds silhouette, suspension compressor issues.

I am trying to fix my cousins van. The compressor won't run to air up the shocks or with the inflater on button. I pulled the relay from the wiring by the pump and jumped a couple of contacts and it runs fine and airs up the shocks. I pulled the jumper, the pump stopped and the exhaust solenoid let air out to drop it to the correct ride height. I didn't have my multi-meter with me so I couldn't test the relay properly, but I jumped power and ground to the correct terminals and it clicks, so I believe its working. I still swapped in the relay from my 99 that I need to take to the junk yard and it won't run.

What else could cause a known good pump to not run for the suspension or inflater?? I'm trying to save her some $$ and I have mine for parts, I'm just not sure what else to try.

Either relay problem, level sensor problem, or wiring problem...
