99 Grand Voyager Se rear pas stuck wheel

I have a 1999 Plymouth Grand Voyager SE and the brake lines rusted thru near the gas tank. I replaced them. Let it set another month before I bled the brakes and now the rear passenger side wheel is stuck. It was not stuck after I redid the brake lines. The emergency brake seems to feel like it is releasing. It will roll a foot or 2 and then lock back up. Can not get the hub off either. Any advice on what to do? Please reply soon. Could the proportioning valve have anything to do with it. It is mounted near the rear wheel on the driver side. Can someone take a pic of the valve and the direction of the brake lines coming from it to the back wheels.
