Cruise just quit working

My cruise control in my 91 Accord EX 238k miles just quit working most of the time. It will every 100 attempts work once. I've checked the fuse, vac hoses, connections (vac & elect.), clutch switch, brake switch, steering wheel switches (which I assume bc the horn still works, they work-power from the same wire) I don't know where the cruise control unit is and there is a vac hose that disappears into the front drivers fender that I don't know where it goes. Driving me nuts, you don't realize how much you use it until its out.
