Are these symptoms of a bad BCM?

If the instrument cluster is not working, and I switched it out with another, to have the fuel and temp gauge work, but nothing else (not even check engine light), and the Air Conditioning unit (ATC) diplays the numbers only but, will not change or activate blower motor or AC or heat, and I changed it out with the same results, does this sound like a bad body control module? The transmission is in limp mode also, but maybe that's a conversation for another day.
