recall #00s42 FEM reconfiguring

hi all,

anyone else with a 99-00 that had this recall performed and can still get the radio, power windows to operate with the key out, doors open?

procedure says ford will reconfigure the FEM [module]. i'm sure this was done a long time ago, but the van has always been able to do this and just recently it caught me with a almost dead battery.
