The FCC / net neutrality issue

Is anyone an expert on what's going on and what is being proposed? Who is proposing it? Why is it that FCC is going along with it?

From what I understand, if some companies are going to have to pay more money to allow their customers faster access to their property, then the end-result is pretty simple:

(Providers - Verizon, Comcast, etc.)
(Companies - Netflix, Google, Facebook, Twitter, etc.)
(Customers - the end-users like you and me)

1. Companies pay Providers for "fast lane," whatever that may mean.
2. Companies pass on their expenses to Customers.
3. This is essentially a financial transfer from Customers' pockets to the Providers.
4. This will probably escalate until all websites have to pay the Providers.
