01 CV PI passenger side window problem

I have an 01 Crown Vic Interceptor that has a weird quirk in the passenger side window. From the passenger side you can not operate the window to go up or down but are able to from the main controls on the driver side. Thing is is someone presses up or down on the window switch from the passengers side while rolling it down from the main it stops. So I know the switch is getting power and the motor works on that side. Is this a weird Interceptor option that can be turned off or is something else going on? Any and all help would be greatly appreciated, thanks!
