What is VTEC?

Hi,

I am sorta new to Honda engines and stuff.
But I am learning, bought a 90 SI engine to swap into my 90 LX.
Anyways, Can you guys make it clear to me what Vtec is?
I am not quite sure what it is.
My cousin has a 96 Honda Prelude with the H22 in it.
Its 5 speed so when he reaches about 5k rpm I feel the VTEC kick in. Thats what he tells me at least.
He said he has been able to easily beat V6 mustangs and camaros.
I believe him but jsut to be sure is this true?

Thanks
