what is the best way to get more power between 3000 to 5000 rpms with out the turbo or supercharger?

According to Skunk2, their Intake Manifold is supposed to do just that. I don't think it is out quite yet though. Also not sure how correct their claims are. Something to check out though. Also, depending on how serious you are, ripping out some weight always does the trick.
