Question Top speed without limiter ...?

Yesterday , I check out some top cars web speed rating of a "Clinic model" of the
F1 OUT PERFORM force induction car by 402Kph !!? Is it truth?
If this topics are spam, please delete it, thank you

Ps: for common knowledge of F1 without limiter top speed are 391kph.

The 'Clinic Model' did not have a functional drivetrain so its top speed was as fast as the team from McLaren could push it. I heard due to its methods of construction that it was quite heavy compared to a real F1 and so that probably wasn't very fast.

Sounds like some made up figures to fill in the boxes. Even the power figure is wrong for a standard F1, unless of course they are referring to what was requested when they were developing the car?

And Andy Wallace drove that 391kmh speed with rewlimiter. The engine could not actually go any more rews.
