If grounding points have corroded, symptoms match. This helps if problem is gnd: Add a new ground wire, it wont harm --> Open both rear lamp assemblies, solder each assy an extra wire to the common=ground point (doesnt matter where as long as it is common to each bulb). Attach other end(s) under nearby screw. If u desire the connections work later on, use spray contact grease.

Brake +supply wire comes via pedal switch. Measure voltage therere, has to be over 12V. If not, disconnect and rewire supply +12V from/after some fuse to the brk switch. If this wont help, you may also add whole new wire from the switch to both rear brake lights. If u make this, cut off the original (rotten?) wire... Use similar or greater wire thickness.
