1996 dodge stratus no start


OK i have a 1996 dodge stratus with the 2.4 won't start so I checked the coil, cam sensor, crank sensor. I found that the wires going to the crank sensor were melted together. so I fixed them. reset the computer. The car started about 20 times. Now no start. I check everything again. What I found is that the pulse wire from the crank sensor has 4.97 volts all the time. Should this be?


Pulled all fuses and relays. Under the hood still 4.97.

My question is why would I have 4.97 volts all the time at the crank sensor even when I unplug it. Could this be a computer problem a short or is this normal. Help!!!!!!!!
