Code p0411

08 with a 3.8. I purchased the car used and now the engine light is on code p0411 secondary air flow incorrect. I know this is PZEV for emissions. I live in Missouri and this is the first car I have owned with what I understand is California emissions. I have checked the air pump and on a cold start it kick on and runs for roughly 30 seconds, on a warm start is doesn't come on at all. I am not sure if this would cause the car to backfire and struggle to accelerate.
