94 jag xj6 starting problems

I have a 94 xj6 that I have to spray starting fluid to start and then i have to continue spraying starter fluid until it finally "catches hold" and will maintain an idle. If I try to maintain it by using the accelerator pedal after the first initial "blast" of ether, it acts as if it is not even connected to the throttle. What would be my first, second, and third possibilities to consider in my effort to diagnose and repair this? Thank you
