unknown condition at 3000 RPM and up

I just picked up a used Buick Regal 2001 as a project car, someone treated it badly but I am working on getting it back into shape, the car starts fine, but is a spits a little until warmed up then it idles fine.

But at higher RPM, the engine bucks and kicks, almost like its having some kind of trouble with fuel injector timing, never heard this before but I have a video of the condition, the loud sucking sound is the throttle body off but securely screened to protect the engine.

As you can hear and see the engine seems to do ok until you get in to the higher RPM area, (probably would see the same issue at around 55 or 60 MPH, I dont want to get into a situation where I throw a rod running down the interstate.

I have checked all the normal maintenance items, plugs wires, fuel pressure seems fine, checked the Cadillac converter and while it is somewhat clogged, it is not causing the condition.

Never have been a parts re-placer so looking for something I can check out and repair the engine.

Any thoughts suggestions pontificating welcome.
