Hood release???

I have a 95 Civic EX and can't get my hood open. The cable must have moved again and there is all sorts of play in the release lever in the car. Any suggestions on how to pop it open. I can see the secondary latch, but can't tell which way the hooks work.

i don't know if this'll work but maybe remove the kick panel and get a pair of needle nose pliars and try opening it manually by pulling the cable?

I tried that without any success. I can get the secondary release to move, but am unsure of how the primary actually unlocks. The bad thing is the fact that I have a dead battery. Once traffic slows, I'm going to pop the clutch and recharge the battery. I guess I'll go to a dealer so I can see how it works. I just don't want to pay $65 for a 1 minute job. Sound like the cable broke, jack the car up and reach up through the front and pull the leaver that holds the hood down. I had the same problem the cable really isn't that expensive from honda. I think like 25 bucks or something
