Broken/rusty rear brake bolts

Hi all
Recently bought a 95 Integra and while doing the back brakes the heads snapped right off the bolts on the brake pad mount. They were very rusty and seem quite stuck in there. We've tried drilling it and using an e-z out as well as putting heat and penetrating oil on it but have had no luck. Does anybody have any suggestions for things we could try to get these bolts out?
