taillight problem

sorry to post this twice. i didnt notice there was a specific forums on a 1988-91 civic.

i have a 1990 honda civic and i have a taillight issue.
whenever i turn on my headlights the taillights dont turn on. there is nothing wrong with the fuse or the bulbs because when you press the brake peddle, it turns on.
when i start the car and i turn the lights on, the taillights position light turns on. when i start driving, it turns off automatically.

i am the second owner of the car and the previous owner was the one who did this mod and i want to fix it.

i want to be able to drive at night without the cops pulling me over because i already got a warning.

Hey, did you ever figure out what the problem was??? I have the EXACT SAME PROBLEM!!!!!
