Question 01 Grand Prix engine won't rev past 4000 rpms

Hello. This morning I removed the fuel pump to clean it out a little bit because I've been having some problem with the starting system, but it seems like it's fixed now.

But after starting the car and revving it up, to get fuel in the lines, I revved it to 4000 rpm and noticed something strange. Whenever I hit 4k rpm, the engine seemed like it would quit responding to the accelerator, drop down to about 3k rpms, and then rev up to 4k again. In other words, I couldn't get past 4k rpms.

I'm not sure if this would be a safety feature or if there's something wrong with the car. The car was in park, I haven't tried it on the road yet, but I can if needed to. Please help me out, thanks.

Edit: It's a 3.1 V6 engine

It's a rev limiter built into the PCM......
