Question about wheels

Does anyone know where I can get similar like this one? cuz idk anywhere I can get it.

I'd say some Fujimi VIP wheel sets got some chrome one's... But it sucks to get a full wheel set just for the chrome lips and ending up with 4 use less "half" wheel and tires...

That is true and really hard to find. I want to build by scratch but I can't find anywhere where to start with.

scroll down a bit, they have sleeves with tires, very nice for that purpose.

23" look pretty big. I was looking around 19" below.

The just started selling their centers and barrels separately. They are a scale 20" but that might be more doable than the Pegasus 23s.
I bought their Hamann wheel set when they 1st came out and they are very well made.

Well I check in there and yeah 20" is too big for the wheels. I need sleeve that are 19" below since I'm doing mostly japanese car.
