2004 Grand Caravan headlights and washer fluid spray not functioning

With very cold weather last week, my headlights and front and rear washer fluid pumps malfunctioned. Both headlights won't switch on (parking lights do work). Both front and rear washer fluid pumps won't spray fluid, although both front and rear wiper motors work fine.
I have tried disconnecting the negative battery cable for a couple of minutes (no change). I have tried disconnecting the IOD fuse for 3 minutes and reconnecting (no change).
It was suggested to me that these issues were due to cold weather and that the van needed to warm up longer before headlights and washer fluid pumps would become operational again. This seemed to work during the past 2 days, but today, even after a 2 hour drive, the headlights and washer fluid pumps were still not working.
Can somebody please help me troubleshoot this?

For everyone else, the fix was removing the FCM from the IPM and reseating it several times. Headlights and washers now working as advertised. I apologize for the cryptic posts.

Well, the "almost" fix was to remove the FCM from the IPM and reseat it several times.

Less than a week later, the headlights and front and rear windshield washer pumps stopped functioning again. I re-adjusted the FCM by wiggling/moving it a bit and the headlights came back, but the washers have not started functioning again.
I have also tried removing the FCM from the IPM again and cleaning the contacts with electrical contact cleaner. The headlights continue to function, but the washers remain off.
Suggestions?
