2000 protege meter fuse blowing

I am working on a 2000 protege and it keeps blowing the 10 amp meter fuse. It blown the fuse about a year ago and put new one and has been fine till the other day. Everytime you put a fuse in and start it you can pull it back to drive and seems fine. If you go to reverse for a second it instantly blows. When it blows it puts trans in like limp mode and kills all dash gauges. Please help.
