Eldorado windshield washer tank R&R

Hello,

What is the procedure for removing the windshield washer tank on a 1996 Eldorado ETC. I removed the air filter compartment, below it is a black plastic box with a large metal part inside. How do I remove this to get to the washer tank so I can repair it? Thanks ellis479
