New locks linked to VIN?

My car was broken into the last two nights, which I did report, but the cops said there wasn't much they could do. I noticed some scratches on the driver side window near the lock. (They took some money, my insurance card and registration, but left things that would be easy to sell for money like my gps and ipod.) When I went back to report that it had happened again the officer informed me that people can use the VIN to have new keys made fairly easily. Based on what was taken and the fact that they came back I'm worried that they may intend to take the car. I'm wondering, if I have the locks replaced, will the new ones just be linked to the VIN so this person will be able to get new keys for the new locks? Any information or advice would be really helpful since the police aren't doing much. The car is an 07 cobalt.

No offense but if I were about to risk grand theft auto it wouldn't be for an '07 Cobalt. F*ck the car you have insurance for that just the fact that they seemed to have taken only personal identification would have me worried. Piss anybody off lately?

You have to prove you own a car to get the dealer to make a key, also if it has a transponder chip key that changes the issue also. Of course a dishonest dealer/locksmith may do this anyway.

I was going to add that I had obtained a key for a '99 Silverado I worked on some years back from a dealership. I had to produce the title to the vehicle with a signed document from the owner - as well as his ID - to obtain the key.

They won't just give it to someone without proof.
