Dashlights Not Working

My daughter's dashlights have stopped working on her 2003 Focus. None of the dashlights, heater control or shift indicator lights work. She said sometimes if she turns them off and back on the interior lights will work. I'm thinking either the dimmer or headlight switch has gone bad. Am I in the ballpark?
