02 sable...replace license plate bulb

How do you replace the license plate bulb on a 2002 Sable? The owners manual says to just remove the 2 screws for the cover over the bulb. Well I did that and the chrome cover over the bulb doesn't come off (unless it's really stuck there for some reason).
It looks to me like you might have to go behind it through the padding/carpet on the inside of the trunk and come from behind the bulb. Has anyone changed this bulb or know how to change it for sure? Thanks!!!
