gas tank neck blocking

My son has a 2001 Infinity I30. During gas fill-up it kicks out after about
a dollars worth, he lets it drain into tank then adds more gas and same
thing happens. He has tried different stations, feeding it slower, and also
different nozzle angles.

Maybe filler 'bypass' tube blocked.
