Transmission help!!

I have a 2001 crown vic, 196000 miles. Transmission is making a whining noise and doesnt want to shift out of first gear. Once out of first and into second the rest of the gears are fine but still hear a whining noise. I just recently dropped trans due to pump leaking and now this. Any input will be helpful.
