97SC1 Will Not COLD start

We live in Alaska and my step-father gave my daughter his old car before he moved out of state. It has over 100k in miles but ran really good. It does not leak oil but needs oil on a reg basis, must be burning it. Parked it for a whole summer until winter came and went out to start it and it cranked until almost dead. Hooked up a jumper and cranked till fired. It became more finicky as temp dropped. Took it to a shop and they replaced the fuse to the port and it threw 12 codes. They told us they replaced both the coil packs, plugs and said it should be fine but the board connecting the packs might have gotten moisture? Well anyhow here we are and its in the driveway with no garage and wont start. But pushed into a garage to warm up for four hours and it fires right up. So why will the car NOT START when its below freezing?? But fire right up when warm. Sobody suggested a heated or sensor in the exhaust manifold??? That maybe it needs to be a certian temp? Bad gas, we put in a can of heat and it didnt help that we could tell. Also it threw another code after we left the shop and the codes where cleared but now we cant get it started to return to a shop with a reader. Thanks!
