Astro hard start when cold.

I have a 95 chevy astro that has a starting issue when cold, has to be turned over 5-6 times before starting. It also is sluggish under heavy acceleration. I have replaced plugs, rotor, plug wires, distributor, egr valve, oxygen sensor, catalytic converter. It also will not pass emissions control, ouch. Anyone have any idea or fixes.
