trunk wont unlatch

hello, i have a 2009 impala and the trunk wont unlatch, you can hear the relay but wont unlatch ..anybody have any ideas?

Can you manually open the trunk?

If yes, open the trunk.....now manually close the latch on the actuator....hit your remote or the trunk release switch....if the latch doesn't open, disconnect the harness to the actuator......attach a test light to the harness....now hit remote button or trunk release button....if light comes on bright, you need an actuator....If it doesn't light, the power and ground circuits have to be checked out....

To open the trunk with a key it would have to be a 9C1 or 3 car with the key in trunk lid option.
Reg production 06 and up don't have a key option, they all have one way of opening and thats the electric solenoid what were the gm bean counters saving for this time?
